Retail Strip Center

Summary:Client was purchasing a retail strip center as an investment. eScreenLogic performed a Phase I ESA and discovered a dry cleaner was currently in operation on the subject site and had been there since the early 1980’s. The operator stated during an on-site interview that perchloroethylene (PERC) was used in the operation of the dry cleaners; however, he had no information regarding the handling, usage, storage and/or disposal of the PERC. Dry cleaning machines were observed in addition to drums of new & used PERC. Also, the applicable Regulatory Data or Regulatory Agency had no records of the dry cleaners operating as a hazardous material/waste generator.

Result: eScreenLogic recommended and performed a Phase II soil/groundwater investigation and found the subject site had been severely impacted by PERC from dry-cleaning operations. eScreenLogic was able to enroll the subject site into the TCEQ Dry Cleaner Remediation Program (DCRP), which assumed responsibility for cleanup. The Client was able to gain financing via a conventional Bank Loan.
